In The City, players try to quickly and skillfully build their own city over the course of turns, bringing in income and victory points (VPs). Cards are both buildings and money, and the first player to collect 50 victory points wins the game. Victory points are accumulated from turn to turn, so a fast start gives a big advantage.
On each turn, each player places a card from their hand face down, then all cards are revealed simultaneously. The cards indicate which buildings the players want to build that turn; the construction costs are paid by discarding the other cards. Some buildings provide income at the end of the turn in the form of new cards, some buildings increase the income provided by others; similarly, some buildings increase the VPs provided by others, a university, for example, being worth one more VP for each school in play.
Some buildings have symbols on them - car, fountain, shopping trolley - and the income and VPs of some buildings depend on the number of symbols you have in play; the motorway, for example, is worth one dollar (i.e. one card) and one VP for each car symbol you control.
