Rouen is a town in the northwest of France, crossed by the Seine. Prefecture of the department of Seine-Maritime, it was, until 2015, the capital of Upper Normandy and is, since then, that of the Normandy region, reunified due to the territorial reform of 2014. With 110,169 inhabitants within the city limits, called the Rouennais, it is the second most populous city in Normandy after Le Havre and the thirty-eighth most populous city in France. It is nevertheless the administrative capital (prefecture) of the Normandy region since September 28, 2016, while Caen hosts the seat of the regional council (political capital); Normandy therefore has the distinction of having a two-headed governance.
As of January 1, 2016, its agglomeration has 466,021 inhabitants. Moreover, it is the most densely populated municipality in the French Grand-Ouest with 5,218 inhabitants/km2. With 658,285 inhabitants as of January 1, 2012, its urban area is the largest in Normandy as well as the twelfth largest in France, and the second largest in the Paris Basin, after Paris. Its employment area, the largest in the region, has 829,210 inhabitants, making Rouen a major regional and national economic hub. Rouen is the seat of an inter-municipality, Metropole Rouen-Normandie, which is, in terms of number of inhabitants, the sixth largest metropolis in France and the second largest in the French Grand Ouest, after Nantes Métropole, with 488,630 inhabitants in 2012.
