You are the mayor of a borough in Small City, and you have eight rounds to get enough votes to be re-elected. To do this, you need to attract more citizens, encourage the development of residential areas for them to live in, and help expand the commercial and industrial sectors - although the latter sector also brings pollution, and you need to deal with that, as high levels of pollution will have a negative effect on your score at the end of the game.
If you build adequate infrastructure, your citizens will probably vote for your re-election, but beware of false promises! Votes can be gained during the game by placing citizens in residential areas, erecting cultural buildings, keeping commercial buildings in appropriate areas, and also by keeping the promises you made to citizens at the beginning of the game. The player with the most votes (i.e. victory points) after eight rounds wins.
