Le Tokyo Metropolitan Expressway a été construit pour la première fois (4,5 km) en 1962 dans le but d'accroitre l'efficacité du trafic dans la zone métropolitaine de Tokyo. Depuis lors, la voie express a été étendue à 33 km pour les premiers Jeux Olympiques de Tokyo en seulement deux ans.
