The dream of sustaining human life on the surface of the moon has now become a reality. The project to build cities on Earth's beloved satellite is underway. Things are moving ahead at full speed, the possibilities are enormous because this is 1977, the year when lunar life becomes a reality. The most enterprising companies have decided to sponsor teams of independent scientists, builders, publicists and night-time entertainers to build the best customer base in the galaxy. In addition to this incredible opportunity, the Lunar Colonisation Authority will award the Moon Capital to the best project submitted, making the chance for a reward even more juicy!
In Luna Capital, players must optimally manage the game's elements to build the best possible lunar colony, and make it worthy of becoming the capital of the entire off-planet colony. They will have a set of building cards in a common 'market', and each player will be tied to a number of project tiles. Players take it in turns to draw cards and their accompanying tiles, and place them in their personal playing space. The cards must be placed in a maximum of three rows and must be placed in such a way that they are always in increasing numerical value. Once the card has been placed, the tiles are then placed on the designated spaces on the cards, in order to group the different projects in the most efficient way.
The tiles show the available projects, all of which are essential for building a proper city. They include oxygen collectors, greenhouses, residential complexes and (of extreme importance) sales offices to sell flats with the best views in the galaxy. Each of these categories scores points based on how they are arranged in each player's personal area. Whoever is able to make the most of their layout and placement will become the mayor of Luna Capital.
