At the start of the game, shuffle all the Emperor's letters face down, then randomly take as many letters as there are players and place them face up next to the board. To buy a favour of your choice, you may decide at the beginning of your turn to pass and lose all actions. In addition to this, you must pay two of your unused bonus markers. The paid bonus markers are turned face down. Their special abilities can no longer be used but you still get prestige points for them at the end of the game. The purchased favour is placed face up in front of you. For the rest of the game, its effect is in place for that player. You can only buy one favour per turn.
